The web cloak is a reward item from the 2009 Hallowe'en event. It can be put into a toy box in a costume room inside a player-owned house. When obtained, you will receive all the previous Halloween emotes.
Players receive the cape from the Spider Queen after they have put 64 cobwebs together with Eek the Spider in certain places in the Grim Reaper's house to make the Spider Queen move a spider from his bathtub. It does not provide any bonuses, but allows access to the emotes Trick, Zombie Hand and Scared from previous events (once received, not only while wearing it).
If lost, players can get this item back from Diango in Draynor Village.
