This is a true story, whether you believe it or not...Your choice...

Now, you see, as I'm sure you all know, before Jagex created Clan Chat in the game, there were many clans across the game. Some clans were together only for the wilderness, Castle Wars, or other minigames and in-game activities... As far as I know, there were no security forces except for Jagex...And the Peacekeeper's Union...Now, I sincerely believe that since they can't act anymore that they will allow me to tell this story without punishment.

In August 2007, I was approached by a level 61 (or 62, something like that) player wearing full rune. This was just a month after I first became a member. This guy, who I won't tell the name out of fear, told me that he had been watching and following me for a while. Now, I dont remember anyone I didn't know, especially not this guy, since I have photographic memory, following me around. Of course, I thought to myself How can you follow anyone around without clicking follow?...Now, this seems a dumb question, since I myself have followed a few people without following in Runescape...Don't ask me why... so it is very, very possible.

So, I asked him where I was that morning (during a time when none of my friends were online). He told me right away that I was in Keldagrim, which, incidentally, I was. I tried again, this time for the afternoon of the day before. Nardah...He was right... Now, if you are reading this, and if you care, you might be thinking, This guy is probably just a friend in different character who knew where he was the whole time.

Well, that couldn't be, since I always traveled, and was never in the same place in the same hour. Most of the time, I never told my friends where I was. So then, I guess, he was following me... But since, as I mentionned, I have photographic memory, and the fact that I was usually in isolated places, I think I would have remembered the same person following me. I'm always secretive with strangers, and I check everyone's name in isolated places (Don't call me paranoid, I just like knowing who is around me, that's all...Right?). Anyway, I'm sure I am boring you. You must be thinking, When is he going to tell us who were the Peacekeeper's Union?He finally started speaking about what he wanted with me. Quote: "Im membr of clan called Peacekeeper's Union, and i want u 2 join it." (classic text language). He told me the whole story of that clan.

A year before that, a character, in fact, the main of this guy who kept bugging me, met this friend who would help everyone in need. Someone needed money, he would give them money, if they needed armor, he would get them the best for their levels. Now, according to the level 61-62 guy, who I will aptly name "The Employer" now (That was his clan knickname...More on that later), this wasn't just friends, it was anyone and everyone. Now I'm not sure if this helpful person existed, since I can't remember anyone that helpful in the game, but The Employer claimed that that was what inspired his clan. The clan which he wanted me to join.

I didn't really care, so I said yes. He told me that if I really wanted to join, that I should be prepared for work, and that I would be paid if I did it successfully. I said yes, but this time I wanted to know more about his clan... He told me to follow him, and he brought me East Ardougne. I got an idea of where we were going, so I stopped to the bank, and dropped off everything i had on me. My suspicions were correct, but I followed him anyway. We went to the lever that would bring us to level 50 wilderness. As long as I didnt have valubales, I didn't care if I was killed or not. He brought me to a secluded spot in the wilderness, where the ice giants, knights, and spiders roam freely. he found a spot where we wouldn't be attacked by the aggressive creatures, and he told me about the Peacekeeper's Union. This is the basic version of The Employer's story...

In Runescape, there are 3 types of players: The Rude ones, The Helpful ones, and The Average ones. I'm sure you get what I mean. The Helpful were like the friend he told me about, the Rude ones were the ones who would put you down, make fun of you, and wouldn't help you even if they could, and even if it wouldn't harm their bank's amount of money. The Average were just normal people who wouldn't do too much of either. He told me, truthfully, that I was an Average.

According to him, the Peacekeeper's Union was the CIA of Runescape. I doubted it at first, but, after seeing what I saw, he was telling the truth. He told me his knickname, The Employer, and why he was called that. He was the leader of the clan, and he employed and recruited new people if needed. He told me that there were many different roles in his clan... The Jury, The Judges, The Bankers, The Punishers, The Deliverers, The Surveyors, The Agents, and the Head Agents. This may seem annoying with all these terms, at least it did and still does to me. Now, I will tell you why this is the CIA of Runescape, or was at least. Here is what each of The Jobs mean, and also the order in which they work:

It all starts with the Surveyors: There are 4 surveyors. This is how the Employer employed me, this was my job.These people, at least once a week, go around Runescape, and search for cases deserving of Rewards and Punishments..This doesnt seem like CIA yet, but it will...hopefully... They would search for the rare Rudes and Helpfuls who would either be extremely rude, and/or extremely helpful, but only the most Extreme cases. If a Surveyor finds a Rude or Helpful, they write down their names. At the end of the week, The Employer will make a Court. If you attend the Court, you get half your pay, which was 8,000 a meeting. It may not seem like too much, but boy, over time it builds up (along with the other part of the Paycheck... Boy, that Employer was rich to have to pay soo many people like that). At Court, alot of the clan will be there, anywhere in Runescape. About 50 people at most usually. Everyone has to go on certain days, since there were more than 1 meetings a week. 2 surveyors per meeting was necessary. Now, at the meeting, we would tell The Employer the name of the Rudes and Helpfuls. Oh, by the way, the Employer had more than 1 accounts, so he could add all the names of his clanmembers to his friend's list. He only showed up to Courts with one, though. Here is what happens to the Helpfuls. Anyhow, after the Surveyors tell the Employer what the names were, the Employer would give orders to his Agents This would only be for the Helpfuls, though. They had to be rewarded...Here starts the spy mission.

Agents & Head Agents: There are too many Agents to count. The Employer always made sure that they had SwiftSwitch, since they would need it. Personally, I was never an Agent, so I didn't use SwiftSwitch, and I still don't to this day. Now, the Employer would choose one of the names that the Surveyors gave him. He would contact the Head Agents, about 10, I'd say. And each of them had around 5 Agents working under them. That's almost 50 Agents! Each Head Agent worked in 1 city. The Agents under him would work there too. All the Head, and non-Head Agents added the name of the Helpful temporarily to their friends list. The Agents would be spread across all the main cities (and to Castle Wars and such popular places), more in Varrock and Lumbridge than the rest. They would all SwiftSwitch to the world which the Target Helpful would be on, and they would wait until they saw him/her. Once the Target is sighted, the Agents would follow (not follow as in clicking-on-the-player follow, but staying near while walking behind the player). They would do their best not to be noticed. The Agents would follow as long as they could, and if they did something else helpful within three hours (I'm assuming that these guys had no life outside of Runescape), then the Jury and Judges would play their parts.

Judge and Jury: These guys have simple jobs. I think it's kind of obvious. The Agents would tell them what the second helpful thing is, then choose the amount of rewards that the Target would get. Pretty simple, right? Well, the minimum was 25k... Time for the Banker and Deliverer.

Banker & Deliverer: Well, the Banker, he's obvious too. This guy stored the Employer's money. This guy was a REALLY trusted friend of the Employer. Alot of money. There were rumors in the clan that he had over 1 bil. I wouldn't doubt it. He seemed to be always rich. The Judge tells the Banker how much the reward is, then the Banker gives the money to the Deliverer. The Deliverer would always have many teleportation Tablets, and Enchanted Rings, and things, so they would be able to teleport wherever. Now, the Target is still waiting, but all that I have just explained happens in just a couple minutes. The Deliverer just teleports to the Target and Agents, and give them the money...As simple as that. And that's it for the Helpfuls. Now, trust me on this, for I went with the Deliverers a few times and I'm absolutely sure that that is what they did. When a Helpful was successfully rewarded, all the involved people from the clan, (Surveyors, Agents and such) would get paid another 20k. It was always good to have to reward a Helpful...

Now, the Rudes, well that's a whole different story. Most of us in the Clan didn't know what happened to the Rudes. The Surveyors, Judges, and Juries, did their parts, including me, but the Judges only decided whether they should be punished or not. We had no idea of the punishment. And, this punishment relates directly to why I quit the clan. The Punishers were sworn to secrecy, and anyone who defied the Rules of the clan were punished themselves. Most of us were scared of that punishment, so we followed the rules. One day, in late November, one of my friends in the clan, a punisher himself, accidentally messaged me instead of the Employer. The exact message was "So what do I hack? he got over a mil, and has a party hat." He never realized he said that to me, but that was my turning point. Now, I don't know about you, but I don't think hacking is good. And I was right to be scared of the Punishments. Some of the Rudes really are mean, rude and discriminating, but i don't think you should do that. I confronted the Employer, not aggressively, but I did anyway. As far as I knew, he thought me a good friend, but I didn't take any chances, and gave my important things to a trusted friend. I spoke privately to him, and told him that maybe he should base the clan just on rewards, and not on punishments. He refused, and I told him that I wouldn't participate in the clan anymore. He told me that it was alright, and that I wouldn't be punished, and after a week without being hacked, I took my items back from the other friend. I cut all my ties to the Peacekeeper's Union. Even my friend the Punisher. I didn't want to, but I did.

When I heard that there would be trade and drop restrictions, I knew right away that the Peacekeeper's Union would fall. I talked once more to a friend in the Union, and they confirmed it. The friend told me that everyone in the clan was paid a final 50k, and that the clan forever fell apart. Only around 200 people have heard of this clan, which,I guess, is alot for a clan, but still... No one else has kept the memory of it intact. I made alot of money off of this, but it did take up alot of my time. I think that it was good that I quit. I won't ever reveal the names of any of the Union members, but if any of you are ex-Union members, never forget the clan, and what our jobs were.

I pity the Union's fall, but they partly deserved it, in my opinion. So remember, if you were ever given a lot of money by a random person you didn't know, or if you were ever hacked, and something valuable was stolen, it might have been us. I am sorry if you have been hacked, since I was one of the first links in the chain. Thank you for reading the story of this once-powerful and wealthy clan. -Liwolf1
