The Tropical Top is part of the Tropical Islander Outfit skin that can be purchased from Solomon's General Store. They have a different appearance for males and females and may be recoloured in the shop interface.
The outfit was available for free to members throughout the duration of Sizzling Summer, as a promotional item and a as a bonus for being a member during the duration of Sizzling Summer, it's currently obtainable by purchasing through the Solomon's General Store.
