The Treaty of Barnaculus the Great is an old treaty between the Polar Bears and Walruses that is referenced in Some Like It Cold. It states that the Polar Bears control the land and the Walruses control the sea. With the capture of Teddy, The Walrus believes Chuck to have attempted to break the treaty.
The treaty was likely established in 168 (or 167) of the Fifth Age, given that the signing of the treaty prompted The Pescallion to form the KGP and send out spies everywhere and one of these spies, "Pop", has said in his mission report to be on surveillance for 420 days.
