Topaz bolt tips are an item used in the Fletching skill. Members can make them by using a chisel on a cut red topaz. Doing so requires a Fletching level of 48, and yields 3 experience points and 12 topaz bolt tips[1].
Members can then attach the topaz bolt tips to steel bolts to make topaz bolts. Doing so also requires level 48 Fletching, but grants 3.9 experience points per set of tips attached[1].
Members can then optionally enchant the red topaz bolts with the Enchant Crossbow Bolt spell to make topaz bolts (e). This gives the bolts a chance of lowering the opponent's Magic level, though it only works on other (human) players.
Enchanting bolts in this way requires level 29 Magic, and grants 33 experience points[2].
