A Tiara can be made by a player with 23 Crafting by using a silver bar on a furnace while that player has a tiara mould, granting 52.5 Crafting experience.
A tiara can be bound with a talisman by using the tiara on a talisman of the type of tiara you want to make to the Runecrafting altar of that type and then using the tiara on the altar. This will allow you to use the tiara to access the altar by left-clicking the altar, being more convenient than the talisman, and since the tiara can be worn you will have an extra space for rune essence. Make sure you know the location of the altar, because once you combine a talisman with a tiara you won't be able to use the "locate" function on the newly created tiara. Tiaras weigh more than talismans.
A tiara is the best item in terms of crafting experience (52.5 xp) gained to create from silver for experience in the Crafting skill.
The Al-Kharid General Store only buys it for 10 coins while other General Stores buy Tiaras for more money. In the Grand Exchange, tiaras are over-produced and the price of the tiara series has dropped nearly to Low alchemy price, with exception of water, blood and death tiaras.
