Thessalia Nitter runs Thessalia's Fine Clothes and Thessalia's Makeovers in Varrock. Items of clothing can be bought from her, or for 1,000 coins a player can get a clothing makeover to change the clothes underneath all their worn items.
She also used to exchange frog tokens for a prince outfit or a princess outfit (depending on the player's gender) or a frog mask. She will also return bunny ears and scythes to a player if they have lost them. With the Random Event update this is where you must go to get any random event costumes using costume points.
