"The stuff" is purchased from Honest Jimmy of the Trouble Brewing minigame on the pirate island of Mos Le'Harmless for 5 Pieces of Eight. To access the mini-game and shop (as well as the rest of the island), you must have completed Cabin Fever. The Stuff, apparently, contains some questionable and/or toxic content, as it has been banned by the Cooking Guild of Varrock. It does not actually cause any (known) negative side effects when brewing, however.
If added to a vat of brewing ingredients just before the hops, the player will have an increased 50% chance of brewing a mature ale.
To use the stuff, first put two buckets of water and two handfuls of barley malt in a brewing vat, and then add the stuff. Finish the brew by adding four handfuls of hops and finally the ale yeast.
To brew, you must go to a brewery. Breweries can be found in eastern Keldagrim and Port Phasmatys.
