Go back to Glarial's Tomb, open it, get amulet again, go back to the waterfall and enter. It because you need to wear the amulet to enter!

an adventurous individual doing the quest can test this hypothesis (please record all failed attempts here so others won't try them them again) and of course success should be mentioned in article  :P
