- It appears to be exp based. I am 93 agility, so far I am losing 1% on my charge every ~11k agility exp earned. If my math is right they should last for roughly 550k bonus exp for someone my level. I am unsure if the exp amount changes based on level.

- I am 83 agility and am losing 1% per 10k exp earned, so the difference is not very extreme.

Is the Bonus XP capped at 200xp?

You get a total of 600xp. If you remove the boots you will see you get 300xp. As far as I am aware there is no cap. It only displays the incorrect amount of xp while you gain the correct amount.
