"Although Lumbridge wasn't constructed until the year 1937 of the Fourth Age, Ivandis Seergaze originated there sometime before year 1200 of the Fourth Age. This is most likely a plothole."

It could be possible that he was from the area in 1200 of the Fourth Age, so they used Lumbridge as a reference point so players would know where. This is just an opinion, it is possible, but not proven.
