Has Oomad been removed along with the rest of Gielinor Games? It still says he can be found in Varrock square, but I can't find him there?

Also, the rings from his reward shop still says that they can be reclaimed from Oomad when destroyed. All other reward items say they can be reclaimed from Oomad and Diango.
