One handed weapon or two?

Surely the speed in this article must be wrong? This video - http://www.youtube.com/watch?v=Mw_dQZorrsQ&feature=player_detailpage#start=0:00;end=6:33;autoreplay=false;showoptions=false - shows the speed as "Slow" aka 5 bars. 96.47.83.175 23:20, September 18, 2011 (UTC)

Question: Does this require you to hit with the mace for it to work? Or does it work similar to ahrims. Where you can cast spells with it equipt and the special can proc? Just cannot see this being useful unless you can use magic instead of the mace option.
