Sir Tiffy Cashien is an old knight who sits on a bench in Falador Park, and is head of recruitment for the Temple Knights, a division of the White Knights. He is also where one can start the Recruitment Drive, Wanted! and Slug Menace Quests. He sells Initiate armour, Proselyte armour and can change your respawn to/from Falador using the Gaze of Saradomin; Which is unlocked via the Recruitment Drive quest.

As with many knights, his name is a play on words. It sounds like "certification" if said correctly.

He is also the only White Knight that speaks with a stereotypical British accent as noted by the words he says. (eg. What ho!, spiffing, old bean)

He is seen wearing White armour with a black trim, it is possible that that is a type of Temple Knight armour that you may be able to buy when more quests are released. It is also possible that he is wearing a Third age platebody and Third age platelegs.
