Sigmund the Merchant is a merchant in the Rellekka market. You need to win his vote to complete The Fremennik Trials, by asking a flower off the Sailor (this bit of the quest is like One Small Favour, as when you ask one person for the item they require another to give you the item you need).

Sigmund may have two children on Neitiznot, Thakkrad and Bork Sigmundson. Since Fremennik culture traditionally had the child take on their father's name and the suffix "son". Therefore Sigmundson actually means "Sigmund's son", therefore making it probably that the two are his offspring.
