A Seal of passage is required to talk to anyone on Lunar Isle (not including 'Bird's-Eye' Jack when he becomes a banker in Dream Mentor, due to the fact that he is not in the Moon Clan.) The player does not have to have it equipped, having it in their inventory allows the player to talk to the NPCs.
It is obtained whilst doing the Lunar Diplomacy Quest. Talk to Brundt the Chieftain in the longhall in Rellekka to get one. Without it, a player will be kicked off Lunar Isle and sent back to Rellekka whenever they speak to anyone. It has a similar appearance to a Void Seal.
Intrestingly, even if you don't have your seal of passage with you, you can still use the Moon clan bank with the "use quickly bank booth" option. You are also able to trade with other NPCs with the "trade" option. This is only true for the FIRST time you use the bank after removing the seal from your neck.
