Young sea snakes are found in the Miscellania & Etceteria Dungeon. While doing the Royal Trouble quest these are poisonous and the poison does 7 damage each time.

There is nothing really needed to kill these but make sure you bring an Anti-poison potion while you are fighting these. These small snakes are not in a multi combat area and they will not attack you if you have a higher combat level.
A good idea would be to range the snakes behind the eggs to the east.
