The scroll from the Making History quest contains a history of the outpost outside the north west corner of Ardougne. The scroll is obtained by talking to Droalak, a ghost who lives in Port Phasmatys, and giving his wife Melina a sapphire amulet.
The scroll must then be taken back to the outpost and given to Jorral.
