Root chippings are an item collected during the tutorial Unstable Foundations. To leave the quest and continue to RuneScape, you must choose to either mine the fallen wall away or chop blocking Tree roots. To be able to chop the roots you must train woodcutting by chopping training Tree roots. When this is done (up to 8 times) you will be level 2 in woodcutting, and can chop away the Tree roots blockade. You receive one more Roots chopping. However, you may not keep any of them and they must be dropped by the end of the tutorial. They are fairly useless, and are probably given to the player to show an item is received in return when training some skills, such as Woodcutting.
