You can find Rometti, the well dressed gnome, on the first floor of the Grand Tree in the Tree Gnome Stronghold. His shop, Rometti's Fine Fashions, is located to the north-east, and should be visible on the minimap. It is marked with a clothing shop icon (
). He is also an easy customer in the Gnome Restaurant minigame.
