Revenant vampire

From the RuneScape Wiki, the wiki for all things RuneScape

Revenant vampires are a type of revenant. They are far, far more dangerous than their combat level suggests, more than a player with the same combat level. It has the ability to freeze you from movement, block you from teleporting, as well as dealing a significant amount of damage in combat with melee, ranged, and magic. Regardless of its low combat level, these monsters can hit up to 22, but are most likely to hit 17 or 18. Even worse, they can detect your prayer type and will use a different attack form. Revenant vampires can also poison, starting at 6 damage, but only in level 50+ Wilderness.

On the flip side, a revenant can restore its hitpoints rapidly, and cure itself from poison. Vampire revenants always heal themselves when health falls below 25 hp, and they can do it up to 10 times. The effect is like players eating food, which is what this ability was meant to duplicate when revenants replaced PvP player-killers in the Wilderness.

Revanant vampires can be commonly found at the green dragons east of Clan Wars, Bandit Camp, the Moss Giants by the Canoe station, east of the Wilderness Agility Course, The Lava Maze, in the Demonic Ruins, near Clan wars Challenge hall, at the Frozen Waste Plateau, and east of Dark Warriors' Fortress. They have been seen as close as Varrock's Wilderness Ditch by the Giant rats.

If you are trying to fight one, wilderness combat rules apply. If your combat level exceeds 116, you must be a member to get to high enough wilderness levels to fight them; if it exceeds 124, you'll never be able to fight one - but at least you won't be bothered in the Wilderness Agility Course, either.
