Red partyhats come from opening Christmas crackers. They are the third most expensive partyhat due to the fact that many players think they match with dragon armour, especially when worn with a trimmed or untrimmed attack cape.
All of the Party Room staff wear red partyhats.

A long time ago in RuneScape Classic, the Fancy Clothes Store in Varrock's south-east area stocked a red partyhat; but there was just a place holder for it (at 0 stock) which was never filled. Players waited for hours and hours to see if it would spawn, but it never did and was later removed due to the frustration of some players' time being wasted.
[edit] Spelling - partyhat or party hat
Each of the six coloured party hats is a single word "partyhat" as that is how they are spelled in-game; for example, "red partyhat". However, for party hats in general, it is two words with a space between "party" and "hat," because that is how it is spelled when non-player characters talk about them.
