Red candles are found in the top floor of the Black Knights' Fortress during The Death of Chivalry quest. Three of them are looted from the box of candles, and must be used on the melted candlesticks around the ritual circle. They can then be lit with a tinderbox and chanted upon to open a portal to the Tomb of the Fallen.
