Raw bear meat is an item that players can cook on a range or a fire to make cooked meat, which is a food item that heals 3 hitpoints when eaten. Doing so requires only level 1 Cooking, and grants 30 experience points[1].
Members can also use it as part of a Wild pie, which heals hitpoints while boosting range and slayer temporarily.
A more prosaic use is to dry the raw meat on a range to make sinew, which they can then spin on a spinning wheel to make a crossbow string for use in Fletching. Spinning the sinew requires level 10 Crafting, and grants 15 experience points[2].
Raw bear meat is a 100% drop from bears, though it can also be dropped by grizzly bears. After doing the Priest in Peril quest, members can buy it at the meat store in Canifis.
