The Promethium rapier is a tier 10 rapier used in the Dungeoneering skill. It is made of the metal promethium and requires an Attack level of 90 to wield.

The rapier is able to be smithed at level 93 Smithing, using 2 promethium bars.

The only other way to obtain this item, without smithing it or obtaining it from other people, is to obtain it as a drop from Har'Lakk the Riftsplitter, from a level 178 skeleton wielding a shortsword, from a level 130 ice warrior, or from a forgotten warrior visibly wielding the rapier or its primal counterpart.
