A primed mind bar is made during and after the Elemental Workshop II quest in the Elemental Workshop in Seers' Village. A primed mind bar can be created by placing a primed bar into the extractor gun found in the mind room on the third floor of the Elemental Workshop and sitting in the seat next to it, although this causes your Magic level to temporarily fall by 20. A primed mind bar can be smithed into a mind helmet or mind shield by using it on the anvil in the first level of the Elemental Workshop while carrying a hammer and a Beaten book (for helmets) or a Slashed book (for shields).
