Platelegs (class 2) are made in Stealing Creation by using class 2 sacred clay on a Creation Kiln. They can be forged with level 20 Smithing and require level 20 Defence to wear. Like all sacred clay items, it can be traded freely between players who are on the same team during the minigame.
