The pillory guard is a non-player character who sends players to the Pillory Random Event, then the player is teleported to a random town, that has a Pillory. Then the player must solve the combination to get teleported to their previous place. Prior to the 25 February 2009 Random Event update, he would only arrest players performing the Thieving skill. While robbing the Draynor bank, the Wise Old Man hits a 40 on a pillory guard with a spell that looks similar to Saradomin strike.
The pillory guard seems to have a great amount of hp since the wise old man hit a 40 barely damaging him..
