Penguin Masks are a possible reward from treasure trails.

Penguin masks came as part of the 15 April 2008 treasure trail update, together with other animal masks, the top hat and Canes . Like many other animal masks, the Penguin mask has been declining in value since early November.

This mask gives no stat bonuses,and it doesn't looks like much a penguin, players wear it to show off they have it or because they like the appearance. Like all other animal "masks", they do not cover the face, so they can hardly be called masks. This mask used to be a "junk" item skyrocketing to street prices of 200M+.
