The Observatory assistant (real name Patrick) is a non-player character involved in the Observatory Quest. He can be found in the reception building just north of the Observatory.
He and the observatory professor don't get along, but Patrick tends to just do what the professor demands, anyway. If you talk to Patrick after completing the Observatory Quest he will thank you and hand you a Jug of wine.
