A mystic water staff is the most powerful water elemental staff. It requires 40 Attack and Magic to wield. It has the autocast option, which can be used for all of the elemental combat spells, and provides an unlimited amount of water runes. To create one, take a water battlestaff to Thormac after completing the Scorpion Catcher quest, along with 40,000 coins. Visually the Mystic water staff is identical to the staff of water and the water battlestaff.
