Mosol Rei is an inhabitant of and standing just outside Shilo Village. The Shilo Village quest is started by speaking to him. After the quest is completed he can lead a player into the village without being attacked by the undead ones between the gates.
The easiest way to get to Mosol Rei is by teleporting to the Herblore Habitat by using a juju teleport spiritbag that can be purchased for 2,000 from Bettamax in Taverley.
