Mikasi is one of the Combat instructors. She is located in the building north of the Lumbridge general store. While she was most likely intended to help new players, she gives information to all players about Magic in combat.
She additionally gives out 30 mind runes and 30 air runes to any player every half an hour unless he/she has the runes in their inventory, bank, or if there are runes close to him/her. But you can drop the runes that you do have and go to her, get the runes and then pickup the runes that you dropped. A player must choose whether to take runes from her or to take a training bow and arrows from the Ranged instructor nearby, due to the fact Mikasi and Nemarti do not "see eye-to-eye", due to their opposing styles of Ranging and Magic, though have made an agreement not to offer their wares for each other's students, at least for certain periods of time.

Some people used to cheat her out of 30 air and mind runes, by taking out their mind and air runes from the bank nearby, and dropping them. Then they would quickly right click the Magic instructor and press collect. Finally, they would get the runes and quickly pick up the dropped runes. An update changed the instructor to direct the player to pick the runes on the ground (although only if the player is standing close, to or directly on top of them). Now you can drop your runes far away, get her free runes, then pick up your dropped runes. This drop trick, made even more convenient if the player has his air and mind runes in the inventory all the time, can enable a player to obtain nearly 10,000 Air and Mind Runes if you visit her every time you go to Lumbridge.
She can also hand out jobs to players, such as collecting willow logs for Wintumber. Mikasi can be found in Lumbridge, north-west of the general store.
Mikasi claims that she is a friend of Aubury of Varrock, having apparently learned of your knowledge of the Rune Essence mine, a secret she, too, shares, and she has some degree of knowledge in Runecrafting as well as Magic, giving her dual status as instructor of both. Despite her friendship with Aubury and high skill in magic, she is apparently not counted among the few trusted Magic users scattered across Gielinor Wizard Sedridor has told the Rune Essence Mine teleportation spell to, or at least she does not offer to teleport the player there herself, though Mikasi does possess knowledge of the mine itself. Certain jobs she hands out to players are for her personal use, such as giving her cow hides, for she intends to transform the cow hides into leather and then see if she can come up with a spell to destroy them, or giving her balls of wool, for she has "so many amulets that require stringing" and thus always needs it; Mikasi also desires logs, for, apparently, "Last Wintumber was cold enough! I'm looking to stockpile this in case of another cold season." Mikasi also sometimes desires runes herself, and due to her busy position as Magic and Runecrafting Tutor, she at times sends players to find runestones for her, such as all four elemental runes, for she claims she is always handing runes out for training.
Mikasi also possess knowledge of the Grand Exchange, its location and functions, and of Brugsen Bursen, saying that if there was one person who knew how to make a fortune, it would be him, suggesting the player sell his/her wares there.
In the former tutorial, Learning the Ropes, Mikasi and Sir Vant both possess knowledge of each other, and she aids him in fighting the dragon underneath Lumbridge by giving him a bag of runes to weaken the dragon, though you must first prove your own worth by using the mind runes and air runes she provides by casting Wind Strike on the magic dummies.
According to Saradomin in his last God Letter, in response to who of RuneScape's denizens possess knowledge of the rune essence, "There are others too, of course, but I may not reveal their names, for some wish to keep their ties to the wizards tower secret for their own reasons, and some I will not name, for the evil purpose which they have chosen to put their knowledge to." Mikasi may be one of those who prefer to keep their ties with the Tower secret.
A recent update has removed the "Claim" and "Work for" options with Mikasi, though she has heard of Aubury's free rune samples and suggests the player can go there to seek runestones for Magic training. However, if the player has not yet completed her job, you can still use the requested items on her to claim your reward, even after the update. Mikasi tells the player that she has "travelled the world for many years, training...magic", but, deciding to settle down, founded the training arena with the other two instructors to help new adventurers on their quest to mastery.

- Mikasi (formerly) gave away the highest value of items amongst all the tutors (570 coins). However, now she cannot give anything to players at all, due to a relatively recent update, like many of the other tutors.
