Mare Insularum is a member of the Moonclan and Runecrafting Guild added to the game with the Runespan update. She cannot actually be found anywhere in the game, but her appearance suggests she was intended to be found at the Astral Altar, and serve a similar purpose to the Wizards found at the other Runecrafting altars found throughout the game.
As she was never officially added to the game, the Astral Altar remains the only altar without a wizard offering a teleport to the Runecrafting Guild.
