Magic dummies can be found in the building north of the Lumbridge general store, where the Combat Tutors are inside. You can only use magic attacks on them. They are recommended for quick magic training. Everyone can train on them regardless of combat level.
Attacking them will give the player only the base experience of the cast spell, and none of the "bonus" damage-dependant experience. For instance: Curse spell always earns the player 29xp, while fire strike always earns the player 11.5xp, no matter how much damage the dummy suffers.
Attack dummies seem to have 15 hitpoints, though players can never hit over 14. These dummies restore their hitpoints to full after each attack. For its non-aggressive nature, mage pures can try casting curse spells, which even if they don't fail, will not curse the dummy. This means that the spell can be cast continuously without resorting to wearing metal armour.
Although you were able to attack these with a halberd, this has since been fixed and players can no longer attack these with a halberd.
