Legati were commanders of a legion in the Zarosian empire during the Second Age. There were originally only 12 legions, led by the 12 Chthonian dukes, but this changed as Zaros's empire expanded. Zamorak was Zaros's favourite Legatus and was therefore bestowed the rank of Legatus Maximus in order to quell conflict between Zamorak and Azzanadra.
