Larriar is the master of Runecrafting, taking over the sale of the Runecraft cape from Aubury. She is located inside the Runecrafting Guild. Players with level 99 Runecrafting can purchase the Skillcape from her for 99,000 coins.

While her chathead has glasses, in-game she doesn't.
It has been confirmed by Mod Ash that Larriar was indeed named after Larryr, who is known for being the second player to get 99 Runecrafting, and for running a very sophisticated Runecrafting business.
