Lamp oil is obtained by distilling Swamp tar using the lamp oil still located in the Chemist's House in Rimmington.
Another lamp oil still is at Miltog's Lamps in Dorgesh-Kaan. The Lamp stall is right next to the Market stall - marked on the map with the general store icon.
Just use the swamp tar on the still, and then use an empty Oil lamp, Oil lantern, or Bullseye lantern on the still to fill the lamp. Lamp oil cannot be carried in a vial.
