King Vargas is the king of the island of Miscellania. The player rules in his stead as Regent after completing the Throne of Miscellania quest. Through the Throne of Miscellania and Royal Trouble quests he seems to be possessive of his land, and without knowing it, seems to try and take back his land in your absence, making decisions for you when you aren't there.
