The Hunting expert can be found in the Feldip Hunter area. She resides in a hut marked with a "?" on the world map. She will sell the Hunter cape for 99,000 coins to players who have 99 Hunter. She is involved in a small part of the quest While Guthix Sleeps.
There is also a hunting expert in the Trollweiss Hunter area, but this one does not sell the cape.
The clothing she is wearing is larupia clothing, commonly worn by hunters.
