The Harpoon (class 1) can be made during the Stealing Creation minigame to collect clay from the class 1 pools. It is made by using Sacred Clay (class 1) on a Creation kiln, and can gather clay more efficiently than simply doing it by hand. However, better harpoons can be made if the player has a high Crafting level. It can be equipped as a weapon during Stealing Creation as well as for collecting clay from "higher" level pools, though it takes much longer. As such, it is not recommended to use this harpoon on any pool except class two pools. As a rule of thumb, never use a tool from Stealing Creation for a collection spot with a higher level than the tool.
