The hallowed robe skirt can be bought from Brother Righteous for 25 ectoplasm during the 2012 Hallowe'en event. It is part of the hallowed robes set, and it can be changed to a unhallowed robe skirt either by talking to Brother Heinous or clicking on it and switching the colour.
