Councillor Halgrive is a councillor of Ardougne and the head of the Ardougne City Council. He starts the Sheep Herder quest. Worried that the infected sheep may start an plague epidemic in East Ardougne, he tasks the player to get rid of 4 different types infected sheep by burning their remains in the incinerator, housed in the sheep pen of Farmer Brumty. Although he is the head of the Ardougne City Council, he is oblivious to Lathas's evil plan of getting rid of his own brother, King Tyras.

- If full mourner gear is worn, he will ask the player to raise the issue of the infected sheep to the Head Mourner, as he is worried that containment is not working.
- He wears an eyepiece, most likely used to denote his status.
