Fish stalls can be found in Rellekka, Miscellania, and Etceteria.
Fish stalls can be stolen from by having at least level 42 Thieving, granting 42 experience points.
To thieve from the stalls in Rellekka you have to complete the Fremennik Trials quest. To thieve from the stalls in Miscellania and Etceteria you have to complete the Throne of Miscellania Quest. Thieving from these stalls will lower your approval rating if you are managing this kingdom.
