The scrapbook can be obtained by talking to Benedict Encumberyak located directly north-west of the Varrock lodestone, inside the small house. It is used in the Benedict's World Tour miniquest.
The book contains doodles of 16 different areas drawn by Benedict that gives hints as to where he may have dropped items on his travels with his master.
Once all of the items have been found, the book cannot be reclaimed if destroyed. It cannot be stored in a player-owned house bookcase.
