The locks and traps trainer is a trainer from the Thieves' Guild specialising in the subjects of lock-picking and trap-finding/disarming. He can tell one how many hanky points have been accumulated and can also be used to exchange them for Thieving experience. He is located next to the cells that contain thievable chests.
