Kelp is only used for one of Sojobo's contracts ("Sacrifice kelp at ritual circles") and plenty of it is found on the Uncharted Isles when one has this contract active. Three kelp are used per ritual at a ritual circle, "siphoning their life energy to fuel the player's magic" and giving 70 Runecrafting experience.
