Harrison is found at the Chaos Temple in the Wilderness. After completion of the hard Wilderness Tasks, Harrison will un-note items for people, allowing easier use of the altar for training Prayer. Despite looking similar to a banker, he does not act as one. Simon just outside the temple does, however.
