The chic scarf is an item that is available from the Rare token store for 4000 rare item tokens. It was first released on 31 March 2016 only available in the colour red. Then on 28 November 2016 it had 10 colours added and can be freely recoloured between them via a right-click option. Keepsaked versions will change colour at the same time.
