It is generally considered canon, unless contradicted in-game, in which case the game takes precedence.

Felicity was the baby of a servant in Varrock Palace. On the night of a feast, the Wyrd that had been terrorising Varrock attacked and tried to kidnap her, but she was saved by a group of soldiers and guests including Gar'rth, Doric, Kara-Meir, Castimere, Sir Theodore, Ebenezer, Captain Rovin, Lord Despaard and King Roald III. It was during this that it was revealed that Gar'rth is a werewolf and imprisoned. She was moved to King Botolph's Tower and put under guard. She has a birth mark on her that matches one of seven marks on the altar of Saradomin at the Paterdomus temple, and it is believed that should she disappear like the six previous children taken by the Wyrd, then the protection of the River Salve will fail and the host of Morytania will attack Varrock. Despite the best efforts of the Varrockian Guard and the various nobility stationed at the castle, Felicity was taken by Albertus Black and sacrificed at the underground altar along with the seven other children.
